R-5210 RESOLUTION NO. 5210 RESOLUTION OF THE CITY COUNCIL OF BOULDER CITY, NEVADA REPEALING RESOLUTION NO. 4739 AND ADOPTING NEW ELECTRICAL UTILITY REBATES IN BOULDER CITY, NEVADA WHEREAS, WHEREAS, WHEREAS, the City has an existing Rebate Program adopted In March 2006; and the City desires to adopt a new program; and recent minimum Federal requirement in efficiencies and new technologies warrant updating Boulder City's rebate program; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Boulder City does hereby authorize the implementation of a rebate program, which provides incentive, rebates via six options, (A, B, C, D, E, F, and G below) for the purpose of encouraging energy efficiency and fuel switching among all consumers. A. Applicable to Heat Pumps, Air Conditioners and Gas Pack heating and cooling units. Rebates based on capacity (12,000 BTU/TON and seasonal energy efficiency ratings, (S.E.E.R.). Customer must replace a minimum of one and one half tons of existing refrigerated air conditioning, (evaporated coolers excluded). 1. Rebates in the amount of $70.00 per ton for residential air conditioners with a S.E.E.R. rating of 14.0 to 14.9. 2. Rebates in the amount of $125.00 per ton for residential or commercial air conditioners with a S.E.E.R. of 15.0 or greater. 3. Rebates in the amount of $50.00 perton for mobile homes only with a S.E.E.R. rating of 13.0 to 13.9. B. Applicable to all electric domestic water heaters. 1. Rebates in the amount of $200.00 per electric water tank (40 gallons or greater), converted to natural gas. 2. Rebates in the amount of $200.00 per household for the installation of solar water heating to supplement electric domestic water heaters. A Minimum of 40 gallons of solar storage is required. C. Energy efficient window treatments. 1 . Rebates in the amount of $.50 per square foot for the installation of solar screens on west facing windows. Solar screens must have shading co-efficient of not greater than .4. 2. Rebates in the amount of $.50 per square foot for the installation of window film on west facing windows. Rebate based on shading co-efficient of not greater of .45 and reflectivity of not greater than 40% (.4). D. Applicable to residents that install evaporative coolers to supplement refrigerated central air conditioning (serving living space). Residence must have a minimum of one and one half tons of existing refrigerated air conditioning. Replacement of existing evaporative coolers does not Qualify. 1. Rebates in the amount of $50.00 per 1,000 cubic feet per minute (CFM) per manufacturers specifications. E. Efficient pool pump rebates. 1. Rebates in the amount of $100 for efficient two-speed pumps. 2. Rebates in the amount of $200 for efficient variable-speed pumps. F. All options above are applicable to commercial and residential electricity users. Additional commercial conservation measures can qualify for rebates. These additional measures are subject to negotiated incentives based upon avoided cost of supplemental power supply, with City Council approval. G. The Public Works Department administers the daily operating procedures for the rebates and the rebate application forms.
